Abstract—In the emergency rescue, there are many uncertainties. For all kinds of secondary disasters may occur at any time. Therefore, in the emergency rescue, we not only need to consider costs, but also should consider the risk. In this paper, based on the safety assessment for VRP, a new model has constructed. Furthermore, an enhanced ant colony optimization algorithm is provided. It takes the advantages of simulated annealing and ant colony optimization. In the end, a numerical example is used to verify the model and algorithm. Using this model and algorithm, we can not only get the optimal distribution route, but also can make emergency distribution risk to the minimum. Research results can be used for control risks in the emergency rescue.
